Help- RO unit carbon canister not filling with water

I can see water trickling down inside the canister. The water only fills up 1/2". I never noticed this before. It's not very old.
Also the clean water is coming out with some air bubbles. I hear a noise like sucking air in the tube where it has a fitting that branches off to the meter. It's digital and tells when the water is no longer good. Unfortunately it doesn't work. I don't think any of this relates to the canister not filling but I thought I would mention it.

Same thing happens with me after i change the filters or open teh canisters for any reason. I usually crack them open and turn teh water on to force air out. I think it is making a siphon somehow. It is also happening on my DI canister but i still haven't figured out how to stop it.

I have a Kent Marine 24 GPD TFC Maxxima RO/DI by the way.

It's a Maxxima too, I believe it's 50 gallons per day. I guess I'll try opening it. I don't know where the wrench thing is though. Can they be opened without it?

With a littel force i think you can open it without the wrench.

To have more grip you can put a couple of rubberband around it. works great on jars as well.
