I would take out the shrimp and discard them. There's no need for an ammonia spike, assuming the tank has live rock.
That SG is very low. I target about 1.027-1.027, which is about the canonical average natural waters. This article covers all the parameters: http://www.reefkeeping.com/issues/2004-05/rhf/index.php

I do have live rock which was cured and I think that is why I have never had any spike until I put the shrimp in there. Should I do a water change? Should I hook up protein skimmer?

I would get the protein skimmer running and probably do a 20% water change.
