ID help

I saw the coolest fish in a dentist office the other day. It had weird little side fins that spun around like a helicopter and he had some little horns in the front of his head. I would like to get one and not sure what it is. A friend said it was a horned cow fish or box fish. Any input?

Also is it a reef compatible type fish?

yeah its a cow fish, but i dont think its reef safe. And i do believe they're poisonous. Which one was it? was it yellow?
