does anyone know if rock made from concrete mix acts as true live rock? filtration wise, does it have any benefit?

Yes, if can. To be effective as the real thing, it needs to be more porous than concrete. There are many DIY Rock threads in the DIY Forum here on Reef Central. I'm sure that there is probably a thread on the first page.
