I need your advice

Im in the process of planning a 85 gallon (60 x 18 x 18) reef tank (sps & lps) and was hoping for some advice prior to laying down my cash.

1st: CLOSED LOOP
2 - inlets @ 1" - located at bottom corners
2 - outlets @ 1" - located in the centre top (4" below water)
How many GPH should I be considering?
Will this reduce all need for power heads?
If not what suggestions can you make?
pump will be located directly under tank.

2nd: SUMP - Located in basement
1- 1" outlet at bottom centre of tank
1 -1" inlet at top centre of tank with 90 degree elbow to act as overflow?
What size pump required to return water to main tank?
Should pump be inline or submerable?

3rd: Lighting (250 watt MH x 2 & PC antics)
Should I be considering a 5' lighting canopy or will a four foot provide enough lighting?

Please feel free to question any of my ideas or suggestions and provide feedback as I want to ensure this tank is setup right the first time.
