live rock "?"

i have about 100+lbs Fiji in a 70GT. set-up Dec. 05. some is about 60-80% covered other has hardly any (coralline) at all. i placed a piece of Tonga branch in it 2 weeks ago and its 30-40% covered in crimson and blue and purple. the Tonga came from the sump and was completely white when introduced. i have 534 watts, (o3's and MH) is there a reason why certain pieces want grow coralline?
parms:
CaC12= 470
Alk= 4.1
NH3&4= barely detectable.
NO3=5+
No2=0

Current Tank Info: SPS dominated barebottom display with BB sump since 2005, most consistant parameters in 19+ years of reefkeeping.

lack of light or/and calcium? Maybe certain areas of the rock is unsuitable for coralline algae to gain a foothold and spread

Coralline also needs magnesium to grow, maybe that is the limiting factor?
