Tank's in questions/opinions

Ok, I am not filling it up but I am trying to finalize the setup before I leave so I can leave knowing it is done.

Question: I want an opinion about dual 400w HQI ballasts x 2 in my stand. They are the sunlight supply ones so they have the big blue heat sink but will they overheat inside my stand or will they put off too much heat in the stand. I wont really have anything in the stand except the OM 4 way(pump in basement) and am considering putting the ballasts in there.

do the ballast make much noise?

The ballast don't make a noise that you'll notice.

I agree, the noise s/b minimal.

As far as heat, it depends somewhat on the ventilation in the stand. If it is closed, it will get a little toasty in there but probably not a big deal in the winter. Depending on a lot of other factors, it could impact your temp some in the Summer. The insulation board below your tank will help some. You can get PFO extension cords that allow you to locate the ballasts remotely (in your basement) if it becomes a problem.
