Live rock and dsb

In your personnal opinion is it easier to put the sand in first, which I'm assuming ....or to place the rock and then slowly filter the sand in around the rock. I'm going with 4" for my bed and I'm just about ready to put my water in and was curious as to which way to go about the sand/rock issue.

Also, would I need to build my rock up on something such as PVC? I'm planning on getting a Diamond Goby later down the road and I know how they like to dig

i put my sand in first but for that lil digger it might be smarter and safer to put a thin layer first for looks and then the rock and then your 4 " so you got stability in your rock scape
